Major Frank A. Nigro Jr.

   Major Frank A. Nigro Jr. has been with the department since June of 1986. Major Nigro serves as the Assistant Chief of Police. His most recent assignment was Captain, and served as the Uniform Division Commander.  His previous assignments include patrol officer, traffic officer, patrol supervisor, traffic supervisor, detective, and was the first K-9 handler for the department as well as a trained crisis negotiator.

   As the Assistant Chief of Police it is my responsibility to ensure that our mission as the Summerville Police Department, and as individual Police Officers is carried out by all officers under my command, that mission is:  Safeguard life and property, preserve the peace, prevent and detect crime, enforce the law, and protect the rights of all citizens. We are committed to working in partnership with the community to identify and resolve issues that impact public safety.

Captain Doug Wright


Captain Douglas Wright commands the Uniform Patrol Division, which encompasses a wide array of departmental functions, to include: Uniform Patrol, Traffic Services, K-9, Warrants, Court Security, Training, and our Bicycle Teams.

Captain Wright began his police career in 1995 and joined the ranks of the Summerville Police Department in 1997. During Wright's tenure with our department, he served in various assignments and duties to include having been a police K-9 handler for nearly 10-years, 6 of which as the K-9 Unit supervisor.  Wright served as a member of the Traffic Enforcement Team for 2-years, a member of the Traffic Fatality Investigation Team for 7-years, a member of the Emergency Services Unit for 7-years, a member of the Dorchester / Charleston / Summerville Interstate Criminal Enforcement Team for 4-years, Honor Guard Commander for 5-years, Patrol Team Supervisor for 4-years, and Patrol Team Watch Commander for 4-years.   
Captain Wright holds an Associate's Degree in Criminal Justice from Trident Technical College and is a graduate of the FBI's LEEDA Executive Leadership School.  Wright is also a nationally recognized subject matter expert in the field of street level and highway criminal interdiction, where he has instructed in this discipline at the federal, state and local level throughout the United States.  Captain Wright proudly served in the United States Marine Corps Reserves for 6-years during his tenure as a police officer. Captain Wright is an active member of the National Criminal Enforcement Association, the FBI- Law Enforcement Executive Development Association, and the Fraternal Order of Police.

Captain Cassandra Williams


Captain Cassandra Williams commands the School Resource Officer Division, Criminal Investigations, Narcotic Investigation, Crime Scene and Victim Services. Captain Cassandra Williams is a native of Mount Pleasant who discovered her passion of policing early in life through her mother and chasing police to calls for service on her bicycle in the Old Village area of Mount Pleasant. After years as a police cadet with the City of Charleston Police Department, Williams pursued her calling into what she wanted to do most and became gainfully employed by the City of North Charleston as a Police Officer.

In 1999, she joined the Summerville Police Department as a patrolman. Williams’ milestones with SPD include assignments as a detective, Corporal of the School Resource Officer Division, Sergeant of Criminal investigations, Lieutenant / Watch Commander in the Patrol Division and Criminal Investigations. She also served as a member of the Crisis Negotiation Team and a Youth Court Liaison/Coordinator. Williams was named Summerville Police Officer of the year in 2000 and 2008. She was also named South Carolina Officer of the Year in 2009 for the original arm of The American Legion, the Forty & Eight.

Captain Williams is a certified law enforcement instructor by the South Carolina Criminal Justice Academy and an active member of Fraternal Order of Police Lodge #48 where she serves as an assistant to the lodge’s chaplain.

Captain John O'Meara


   Captain John O'Meara commands the administrative division. 

    Lt. O'Meara began his career 1998.  His previous assignments within the department were patrolman, Corporal and Sergeant on Patrol Division. Additionally, Captain O'Meara previously served as the Commander of the Special Operation Division, which included the Traffic Services Unit and the Special Enforcement Team.  Lt. O'Meara is a Field Training Manager and Instructor. He is also trained on Incident Response to Terrorist Bombings, certified by New Mexico Institute Of Mining and Technology (EMRTC). Captain O'Meara is also assigned as the department's Honor Guard commander.
